The European Commission is planning an ambitious overhaul of Europol’s mandate to transform it into a truly operational police agency. The Commission acknowledged that sabotage hybrid threats and information manipulation are not covered by Europol’s current mandate. Europol’s 2024 budget was €217.1 million increasing to €241 million for 2025. The Commission indicated it wants Europol’s staff to double and requires clear indication of adequate resources in the next multiannual financial framework 2028-2034 before submitting a proposal to change the mandate.
