Privacy Policy
1. Introduction
KMD BV operates leosphere.net, a B2B intelligence platform serving the European law enforcement technology community. This policy covers the vendor directory (free and paid), event listings, procurement intelligence, editorial content, the weekly digest, and subscription management. We process personal data in compliance with the GDPR and applicable Dutch law.
2. Data We Collect
Data you provide
Account data: name, email, job title, organisation. Free profile data: company name, description, product categories, contact details. Full vendor profile data (paid subscribers): extended description, certifications, deployment references, EU AI Act classification. Vendor news and event submissions. Contact and support messages. Newsletter subscription: email address and consent timestamp. Billing data processed by Stripe; we do not store card numbers.
Data collected automatically
Usage data: pages visited, clicks, referring sites. Device data: IP address, browser, operating system. Cookie data: see the Cookie Policy.
Procurement data
Publicly available notices from TED, TenderNed, FTS, Contracts Finder, EC Grants, and CORDIS. These may include names of public officials in a professional capacity, processed under legitimate interest (GDPR Recital 47).
Third-party data
Supplementary data from MailPoet, Stripe, and analytics providers. We do not purchase marketing lists.

4. How We Use Your Data
To operate the vendor directory and event listings; review profile and listing applications; process subscriptions via Stripe; moderate and publish vendor news and event content; editorially select and distribute digest items; deliver the newsletter; aggregate procurement intelligence; respond to enquiries; monitor and improve the platform; and comply with legal obligations.
5. Data Sharing
We do not sell personal data. We do not share data for third-party marketing.

Public vendor profiles
Company name, description, product categories, and contact details are publicly visible. Vendors are responsible for ensuring that any personal data included in profiles is authorised. Named individuals may exercise GDPR rights at privacy@leosphere.net.
Event listings
Event listing data provided by organisers, including organiser contact details, is displayed publicly. Organisers are responsible for the accuracy of submitted data. Named individuals may exercise GDPR rights at privacy@leosphere.net.
Weekly digest
Selected vendor and event items may be distributed to professional users via a professional messaging environment used by law enforcement practitioners. Vendors and event organisers consent to this distribution by submitting content for consideration.
Legal disclosure
We may disclose data where required by law or to protect the rights and safety of KMD BV or others.

7. Your Rights

8. International Transfers
Where sub-processors process data outside the EEA, transfers are protected by SCCs or adequacy decisions. Details available on request.
9. Security
TLS/SSL encryption in transit; access controls and role-based permissions; regular monitoring and updates; backup and recovery procedures. We will notify affected individuals and the Autoriteit Persoonsgegevens without undue delay in the event of a breach likely to affect your rights.
10. Children
LEOsphere is a professional B2B platform. We do not knowingly collect data from individuals under 16.
11. Changes
Material changes will be communicated by email at least 14 days before taking effect. The current version is always at leosphere.net/privacy-policy.

Terms of Service
1. Agreement to Terms
These Terms govern your access to leosphere.net, operated by KMD BV. By accessing the platform or registering an account you confirm you have read, understood, and agree to be bound by them. LEOsphere is a B2B platform; by registering you confirm you act in a business capacity, not as a consumer. If you do not agree, do not use the platform.
2. Services
LEOsphere provides free basic and paid extended services to vendors in the law enforcement technology sector, and paid event listing services to event organisers operating in or adjacent to that sector.
3. Free Basic Profiles
3.1 Application and approval
Any vendor in the law enforcement technology sector may apply. Applications are reviewed within 10 business days. We may decline or remove profiles that do not meet quality standards, contain inaccurate information, or fall outside the platform’s editorial scope.
3.2 What is included
Company name, short description, product categories, website, and basic contact details; verified presence in the vendor directory. Free profiles do not include vendor news publishing.
3.3 Obligations
Provide accurate and current information; update contact details promptly; do not misrepresent products, certifications, company status, or regulatory standing. Free profiles may be removed if the company leaves the law enforcement technology sector, if information is materially inaccurate, or if these Terms are violated.
3.4 No commercial rights
A free profile does not entitle the holder to claim endorsement by LEOsphere, affiliation with any law enforcement network, or access to any distribution channel. See Section 8.3.
4. Paid Vendor Subscriptions
4.1 Tiers

4.2 Preview listings
LEOsphere may create preview profile listings for demonstration purposes. Such previews do not constitute publication and may be modified or removed at any time unless confirmed through a paid subscription. A preview does not create any right to continued listing or distribution.
4.3 Fees and billing
Subscriptions are billed in advance, monthly or annually, via Stripe. Fee changes will be notified in writing at least 30 days before taking effect, and will apply from the next renewal date. Fees are non-refundable except as stated in Section 4.5.
4.4 Annual discount
Annual subscriptions are offered at approximately two months free compared with the monthly rate. The full annual fee is billed at the start of each annual period.
4.5 Cancellation and refunds
You may cancel at any time. Cancellation takes effect at the end of the current billing period. Where cancellation results from our material breach, a pro-rata refund of prepaid fees for the unused period will be issued.
5. Vendor News and Weekly Digest
5.1 Vendor news
Paid subscribers may submit news items for publication in the vendor news section. Items are clearly labelled as vendor-submitted content and separated from editorial reporting. Monthly allowances are set by tier (Section 4.1). Unused allowances do not carry over.
5.2 Weekly digest β editorial selection
The weekly digest is distributed to professional users via a professional messaging environment used by law enforcement practitioners. It contains editorial intelligence, procurement developments, and a limited number of vendor news items per issue. Items are selected by us at our sole discretion based on factual quality, operational relevance, and editorial fit. No tier confers a guaranteed digest placement. Distribution does not guarantee that recipients will view, engage with, or act upon any item. Subscription fees are not refundable on the basis of non-selection or non-engagement.
5.3 Digest selection criteria
Items are more likely to be selected when they describe a specific deployment or development with operational relevance to law enforcement, are factually accurate and verifiable, have not recently appeared in the digest, and meet the Vendor Contribution Principles in full.
5A. Event Listings
5A.1 Scope
Event organisers operating in or adjacent to the law enforcement technology sector may purchase event listings on LEOsphere. A listing constitutes a placement-based visibility service within the platform. It does not constitute editorial endorsement of the event, its organiser, or any associated content.
5A.2 Application and approval
Event listing applications are reviewed before publication. We may decline listings that fall outside the platform’s editorial scope, contain inaccurate information, or do not meet quality standards. Approval is at our sole discretion.
5A.3 Preview listings
We may create preview event listings for demonstration purposes. A preview does not constitute publication and creates no right to continued listing. Previews may be modified or removed unless confirmed through a paid listing.
5A.4 Fees and billing
Event listing fees are billed via Stripe at the time of booking. Fees are non-refundable once a listing has been published, except where we are in material breach of these Terms.
5A.5 No guarantees
An event listing provides visibility within the platform only. We make no representation and give no guarantee regarding attendance, registrations, engagement, or commercial outcome resulting from a listing. Distribution of event listings via the weekly digest is subject to the same editorial selection criteria as vendor news (Section 5.2) and is not guaranteed.
5A.6 Organiser obligations
Organisers must provide accurate, current, and complete event information; update listings promptly if event details change; not misrepresent the event’s scope, speakers, or affiliations; and ensure that all submitted content complies with applicable law. Listings containing materially inaccurate information may be removed without refund.
5A.7 No commercial rights
An event listing does not entitle the organiser to claim endorsement by LEOsphere or affiliation with any law enforcement network or professional community. Section 8.3 applies in full.
6. Vendor Contribution Principles
These principles govern all content submitted by paid subscribers. Vendors confirm acceptance during onboarding. See the full Vendor Contribution Principles document below.
6.1 Submissions should
Describe capabilities, products, or deployments factually; explain operational relevance; reference real deployments where possible; identify material limitations; disclose material interests including publicly funded projects.
6.2 Submissions should not
Contain promotional language or marketing claims; make unverifiable assertions; name or compare competitors; repeat recently published content without material update; contain unauthorised personal data; constitute spam.
6.3 Moderation
We may reject, edit, or remove non-compliant submissions and will notify the vendor with reasons. Repeated non-compliance after written warning may result in suspension or termination of subscription.
7. Prohibited Use of AI Tools
LEOsphere uses Deepl and Grammarly in its editorial workflow. Vendors and event organisers may use such tools to prepare submissions, provided the resulting content is accurate and complies with the Vendor Contribution Principles. AI-generated content that is factually unverifiable, promotional, or not reflective of real deployments or events will be rejected under the standard moderation process.
8. Channel Integrity
8.1 Independence
No subscription or listing purchase confers editorial influence over content produced by LEOsphere’s editors.
8.2 Eligibility, not access
Paid subscribers purchase eligibility to participate in LEOsphere and to have content considered for digest selection. They do not purchase access to any law enforcement agency, professional network, or practitioner community.
8.3 Prohibited representations
Vendors and event organisers may not represent or imply, in their own marketing, communications, or sales materials, that their LEOsphere participation constitutes: access to, endorsement by, or affiliation with any law enforcement professional network; endorsement by LEOsphere of their products, services, or claims; a commercial relationship with any law enforcement agency or government body; or distribution to any named professional community or membership organisation. Vendors may not describe LEOsphere as a distribution channel providing access to specific law enforcement networks or communities. Violation of this clause is grounds for immediate termination without refund.
9. Accounts
9.1 Registration
Provide accurate, complete, and current information. Accounts must represent a legitimate registered business. You must be at least 18. Maintain the confidentiality of your credentials.
9.2 Suspension and termination
We may suspend or terminate accounts with immediate effect for: violation of these Terms or the Vendor Contribution Principles; false registration information; fraudulent or illegal activity; non-payment after a 14-day grace period; repeated Contribution Principles violations after written warning. On termination, paid features cease immediately; free profiles and event listings are removed within 7 days.
10. Procurement Intelligence
Procurement data is aggregated from public sources. We do not verify accuracy, completeness, or fitness for purpose. It is provided for informational purposes only and does not constitute professional advice. Verify independently before acting.
11. Intellectual Property
11.1 Our rights
The LEOsphere name, logo, design, and editorial content are the intellectual property of KMD BV. Do not reproduce or exploit without prior written permission.
11.2 Your content
You retain ownership of submitted content. By submitting, you grant KMD BV a non-exclusive, royalty-free, worldwide licence to display, reproduce, and distribute that content on the platform, in the weekly digest, and in platform promotional materials. This does not permit syndication to third-party platforms without your consent.

14. Modifications
Material changes to these Terms or to pricing will be notified at least 30 days in advance. Continued use constitutes acceptance. If you do not accept changes, you may terminate and receive a pro-rata refund of prepaid fees for the unused period.
15. Governing Law and Disputes
These Terms are governed by Dutch law. Disputes should be raised informally in the first instance at info@leosphere.net. If unresolved, both parties agree to attempt mediation before commencing legal proceedings. Unresolved disputes go to the competent courts of the Netherlands.
16. General
Severability: unenforceable provisions do not affect the remainder. Assignment: we may assign rights in a merger or asset sale; you may not assign without written consent. Force majeure: we are not liable for failure to perform due to circumstances beyond our reasonable control. Entire agreement: these Terms together with the Privacy Policy, Cookie Policy, Vendor Contribution Principles, and (where applicable) the DPA constitute the entire agreement between you and KMD BV.

Data Processing Agreement
This DPA governs processing of personal data by KMD BV (“Processor”) on behalf of the organisation using the LEOsphere vendor platform (“Controller”) in connection with vendor profile management, vendor news submission and publication, event listing management, account management, and newsletter delivery where vendors upload subscriber data. It remains in force for the duration of the Controller’s use of LEOsphere services and any subsequent legal retention period.
1. Roles
The Controller determines the purposes and means of personal data submitted to the platform. KMD BV acts as Processor for data submitted by the Controller. For platform analytics, procurement data aggregation, and editorial operations, KMD BV acts as an independent data controller (see Privacy Policy).
2. Nature and Purpose of Processing
The Processor processes personal data solely to provide LEOsphere services, including: storage and display of vendor profiles and event listings; moderation and publication of vendor news and event content; account and authentication data processing; platform communications; editorial selection and digest distribution; and platform security. The Processor will not process personal data for any other purpose.
3. Data Subjects and Personal Data
Data subjects: vendor employees and representatives; event organiser contacts; account administrators; contact persons listed on profiles, listings, or news submissions; individuals whose data is uploaded by the Controller. Personal data: name, business email, job title, organisation name, professional contact details, account credentials (hashed), profile and news content, event listing content, communication records. The platform is not designed for special categories of personal data (Art. 9 GDPR). Controllers must not submit such data.
4. Controller Obligations
The Controller warrants: a valid legal basis for all personal data submitted; data collected in accordance with the GDPR; individuals have been provided appropriate privacy information; no unlawful, excessive, or irrelevant personal data will be uploaded; vendor news and event submissions do not include unauthorised personal data.
5. Processor Obligations
The Processor shall: process data only on Controller instructions; ensure authorised persons are subject to confidentiality obligations; implement appropriate technical and organisational security measures; assist with data subject rights requests where technically feasible; notify the Controller without undue delay of any breach affecting Controller data; and make compliance information available on request.

All sub-processors are bound by obligations equivalent to this DPA. The Processor remains responsible for sub-processor performance.
8. International Transfers
Transfers outside the EEA occur only under SCCs or applicable adequacy decisions. Details available on request.
9. Data Subject Rights
The Processor will assist the Controller in responding to requests for access, rectification, erasure, restriction, portability, and objection. Requests received directly by the Processor relating to Controller data will be forwarded to the Controller unless legally prohibited.
10. Personal Data Breaches
The Processor will notify the Controller without undue delay, provide information necessary for regulatory notification (Arts. 33–34 GDPR), and cooperate in investigation and mitigation.
11. Deletion or Return
On termination, the Processor will, at the Controller’s choice, delete or return personal data submitted by the Controller, except where retention is required by law. Backups will be deleted per standard retention schedules.
12. Audits
On reasonable written notice, no more than once per year unless required by law, during normal business hours, without disrupting operations or compromising other customers’ security. The Controller bears its own audit costs.

The laws of the Netherlands, consistent with the Terms of Service.

Vendor Contribution Principles
LEOsphere is a professional intelligence platform for the law enforcement technology community. Its value depends on the quality and credibility of its content. These principles govern all content submitted by paid subscribers for publication on the platform or consideration in the weekly digest. Acceptance is required during onboarding. Non-compliant submissions may be rejected, edited, or removed. Repeated non-compliance may result in suspension of submission rights or termination of subscription.
What We Publish
Factual, operationally relevant information about law enforcement technology. Good vendor content describes real capabilities, real deployments, and genuine operational relevance. It informs. It does not persuade.
Submissions Should
- Describe a specific product capability, service, or deployment clearly and factually
- Explain operational relevance to law enforcement, public safety, or related procurement
- Reference real deployments, pilot projects, or certifications where possible
- Identify material conditions, limitations, or requirements where relevant
- Disclose material interests, such as publicly funded deployments or named partners
- Be written in clear, professional English without jargon or superlatives
- Be substantially new, not a repeat of recently published content without material update
Submissions Should Not
- Contain promotional language, marketing slogans, or advertising claims
- Make assertions about performance or outcomes that cannot be independently verified
- Name, compare, or reference competitor companies, products, or bids
- Describe a product as “leading”, “world-class”, “cutting-edge”, “revolutionary”, or similar
- Contain personal data of individuals without appropriate authorisation
- Include images, logos, or third-party material without the right to do so
- Constitute unsolicited commercial communication or attempt to reach subscribers outside the platform’s normal distribution
Editorial Independence
No subscription at any tier confers influence over editorial content, selection criteria, or digest composition. Vendor content is always clearly labelled and separated from editorial output.
The Weekly Digest
LEOsphere distributes selected content to professional practitioners via a professional messaging environment used by law enforcement practitioners. This includes a limited number of vendor news items per issue, editorially selected. All vendor news submissions are eligible for consideration. Eligibility does not guarantee inclusion. Selection is based on factual quality, operational relevance, and editorial fit. Distribution does not guarantee that recipients will view, engage with, or act upon any item.
Channel Integrity
Subscribers may not represent or imply, in their own marketing, sales materials, or communications, that their LEOsphere subscription constitutes access to, endorsement by, or affiliation with any law enforcement professional network, agency, or government body. Vendors may not describe LEOsphere as a distribution channel providing access to specific law enforcement networks or communities. Violation is grounds for immediate termination without refund.
Moderation
Submissions are reviewed before publication. Rejected items receive a notification citing the applicable principle; you may revise and resubmit. Repeated non-compliant submissions after written guidance may result in suspension of submission rights or termination of subscription.
