SWF 2026 counterspace report: GNSS jamming now constant feature of conflict zones; 13 nations developing counterspace capability

The Secure World Foundation’s 2026 Global Counterspace Capabilities report, released the week of 14 April, documents GNSS interference shifting from an episodic to a persistent feature of conflict zones on multiple continents. Thirteen nations are now developing counterspace capabilities, with Germany added for the first time. During Iran’s conflict with Israel in June 2025, an estimated 970 ships per day experienced GPS jamming in the Strait of Hormuz. During protests in Iran in January 2026, Starlink ground terminals were spoofed, causing 30-80% packet loss. The October 2025 ICAO assembly passed a resolution condemning GPS interference from Russia and North Korea as violations of the 1944 Convention on International Civil Aviation. In a technically novel finding, researchers found that GPS jamming over Ukraine has created a hole in GPS coverage for LEO satellites carrying onboard receivers, affecting space-segment PNT. The FAA simultaneously published version 1.1 of its GNSS Interference Resource Guide on 14 April. For law enforcement, the spreading of GNSS interference beyond conflict zones directly affects vehicle tracking, drone operations, pursuit technology and emergency dispatch geolocation.
