The European Parliament committees on Internal Market (IMCO) and Civil Liberties (LIBE) voted 101 to 9 on 18 March to adopt a joint report backing the Digital Omnibus on AI with significant amendments. The committees replaced the Commission’s flexible compliance trigger mechanism with a fixed date of 2 December 2027 for Annex III high-risk AI systems (including law enforcement biometrics) and 2 August 2028 for Annex I systems. Parliament also proposed adding AI-generated non-consensual intimate images to the prohibited practices list and tightened the AI-generated content marking deadline to 2 November 2026. The plenary vote is scheduled for 26 March 2026, after which trilogue negotiations with the Council begin.
