CDT Europe’s April 2026 AI Bulletin, published 28 April, reports that the final political trilogue on the AI Omnibus package took place on 28 April 2026, with the last open question being whether high-risk AI systems embedded in products regulated under EU product safety legislation should be exempted from the AI Act’s scope. The Omnibus proposes extending compliance deadlines for high-risk systems to December 2027 and product-embedded systems to August 2028. The bulletin also notes that rapid developments including Anthropic’s Mythos model are intensifying pressure on EU institutions to ensure their governance framework keeps pace with frontier AI capability. The Council of Europe Steering Committee for Human Rights separately published a handbook on human rights and AI in public governance, with dedicated sections on law enforcement, immigration and border control, and the administration of justice.
