Belgium has begun a phased rollout of Beam, a state-developed secure messaging application intended to replace commercial platforms such as WhatsApp and Messenger for official government communications. Developed by the state-backed firm Belgian Secure Communications (BSC), the app is intended for approximately 750,000 civil servants and military personnel. Defence and intelligence staff have already begun using the system.
