Detailed analysis of the AI Omnibus trilogue as negotiations enter their final phase. Both Parliament and Council are aligned on deferring Annex III high-risk AI obligations (covering biometrics, law enforcement, border management) to December 2027 for stand-alone systems and August 2028 for product-embedded systems. A political deal is expected at the second trilogue on 28 April 2026. Until adoption, August 2026 remains the operative deadline.
